Draft: Weird size limits in UICC file read operations

Aleksander Morgado requested to merge aleksm/libmbim:aleksander/ms-uicc-size-limits into main

These changes are based on top of !154 (merged) and include some additional limits in the sizes reported in some UICC low level service messages.

A clarification request was filled for Microsoft about these, so we should have this MR blocked until that clarification arrives: https://github.com/MicrosoftDocs/windows-driver-docs/issues/3247
