libmbim-glib,proxy: use same transaction id for all fragments

All fragments must have the same transaction id.

This sort of fixes issue #9 (closed) . If it works. Completely untested.

Full proxy support for fragmented commands should also prevent other clients from sending messages until the fragmented transaction is complete.
