Create Tarball and hash

Capt. Jack requested to merge wicadmin/libmbim:master into master

Automatically create tarball and accompanying hash to be available in gitlab download section for build job. Also makes it easier to link other Makefiles (e.g. OpenWRT) directly to gitlab using URI:

e.g.: https://gitlab.freedesktop.org/wicadmin/libmbim/-/jobs/4699090/artifacts/raw/libmbim-1.25.0.tar.xz

where 4699090 is the job id of a particular commit build.
