Support for UIM messages to query and change physical slots

These patches add the first two of three messages used for querying the status of multiple SIMs, switching the active one between them, and working with hot swapping. The third has one more minor detail pending upstreaming approval from Qualcomm and so is not included in this branch.

Functionality to use these message types has also been added to qmicli.
