loc: Add --loc-get/set-operation-mode to qmicli, add Get/Set Engine Lock QMI message
See commit messages for details. I made these changes while attempting to get GPS working on the modem in the MSM8916 SoC via RPMSG (see ModemManager!363 (comment 644290)). At the end, none of this actually not related in any way.
In other words, I don't necessarily need the changes here but given that I made them for testing it might be useful for someone at some point.
