libqmi-glib,message: remove "raw_length > 0" assert

Found that my RG502Q uses zero-length TLVs in the profile dumps, causing an assertion in libqmi with verbose output.

This prevents running ModemManager with --debug since it will trigger the assertion on startup, while loading the configured profiles from the modem
