Draft: Add Ethernet PDU related requests/TLVs

We received from Qualcomm the grant for adding some Ethernet PDU related requests/TLVs.

Some pieces are still missing for a fully working upstream implementation (e.g. kernel driver to manage the data part), but still this is useful for development and testing of the various parts.
