qmi-device: skip version info check for QRTR device

Eric Caruso requested to merge ejcaruso/libqmi:skip-version-info into master

There is no CTL service to fetch version info from, so trying to open a QRTR device with this flag will just guarantee failure.

If there is some other way to fetch version info, that will allow us to remove this later.
