Enable eye tracking on demand

This MR intends to enable/disable eye tracking on-demand, which means only enable QVR eye tracking until the application explicitly requests the eye tracking feature.

Have verified the function locally. Have verified that after applying this change official monado still can run normally with Helloxr app.
