No longer require a permission to access the installable runtime broker's content provider.

Rylie Pavlik requested to merge rpavlik/openxr-android-broker:remove-permission-for-installable into main

This fixes an install-order issue, if an app was installed before the broker, the device would need restarting before it would be able to contact the broker. This permission was offering no actual security since it was auto-granted.
