WIP: Generate the gateway image with buildroot

Charlie Turner requested to merge chturne/simple-ci-gateway:cturner/buildroot into master

This is WIP, because the gateway systemd units have some python dependencies that are not available. Furthermore, the dhcpcd has not been tested (partly because the NIC scripts don't have their deps yet) Further, the dashboard dependencies don't exist

As of now, the image can run the Docker hello-world.
