panthor: Add support for kernel performance counters, UM queries and perfetto producer backend

This changeset implements support for Mali CSF GPU's HW performance counters, and the ability to access them from UM through Mesa's 'quick' utility. It also adds a new Panthor-specific Perfeto-PPS producer.
