Reimplement device reservation

George Kiagiadakis requested to merge gkiagia/wireplumber:reserve-device into master
  • the dbus interaction module has been re-written and it's unit tested
  • the lua monitor now contains the reservation logic
  • activating the jack device is TODO because it needs a spa pod to change the profile
  • a helper wp_plugin_find function was added

I haven't tested all the lua logic yet, but an initial run seems to reserve all my alsa devices properly
