Drop winsys_hdr.rst, add HDR10 recipe

Drop winsys_hdr.rst as outdated and misrepresenting the current protocol design.

Add the HDR10 recipe to explain that you do not necessarily need to deal with ICC when implementing HDR for Wayland.

This assumes that we will be carrying HDR static metadata min/max luminance, MaxFALL and MaxCLL in the protocol.
