ci: Add a link checker
Two new jobs. One is checking internal links only, runs all the time and fails the pipeline. The other job checks also external links and is run by manual action.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
