NEON fixes
Two fixes:

-Dneon=runtimefails since it incorrectly tries to append cflags toneon_opt -
aarch64build fails if-Dneon=runtime/-Dneon=yes/-Dneon=autois passed since it tries to use-mfpu=neonnot available foraarch64target
