Add clang and csbuild CI targets + fix the reported issues + improve card detection in Windows

Add few more build checks using csbuild and clang, fixing their reported issues and one more useful debug message for future.

Additionally, this provides better emulation of real CAC cards so the detection under Windows ActivClient is improved.
