Add option to generate MSI installer

I've also added the build fix suggested by @freddy77 at #11 (closed)

I want to add MSI generation on too but that was a bit tricky to get right. I need to upgrade some of the mingw packages in Fedora too :~

Edit: I've only added MSI generation for meson as I would like to remove autotools after next release. I hope that's fine :)
