This patch adds MSI to the spec file.

Currently it's just the simplest patch.

Possible additions :

A flag in the spec file to enable/disable building with MSIs
An option in configure.ac to enable/disable building with MSIs
Removing the .exe files from the spec file and only providing the MSIs.
