Refine the earlier work for unreliable window managers such as mutter to provide a better user experience

This is done by not just increasing scan frequency, but by scanning the whole screen for changes when we get a full screen damage report.

This is a noticeable improvement when using a terminal with mutter; you get much fewer visual artifacts with routine usage.
