color: improve HLG description

Pekka Paalanen requested to merge pq/wayland-protocols:mr/hlglum into color

Even though the HLG OOTF adapts to a display, the HLG signal is still display-referred because it is color graded by looking at a display exclusively.

Explain the origin of the reference white level, similar to st2084_pq.
