modem-manager: Use MSB or MSA assisted GPS, if available

Teemu Ikonen requested to merge assisted-gps into master

Turn on (and off) the MSB or MSA assistance on the ModemManager GPS device, if either one of them is supported. If both are supported, prefer MSB, since it does not need a network connection.

Having the assistance on should improve time to fix on most devices.

Requires ModemManager 1.12 or later.
