ci: Fix builds targeting decommissioned runners

This is the first part of the update you requested. I've moved the runners to newer OS versions to avoid the delays in running the upcoming pipelines.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
