ci: Mark test as unreliable

Robert Foss requested to merge robertfoss/virglrenderer:test_unreliable into master

This reverts commit 16de508587c17804f9d0541c23cf955710c086b3
and re-adds dEQP-GLES31.functional.ubo.random.all_per_block_buffers.20 to the list of ignored test.

But in the interest of making these unreliable tests better documented I also added support for making comments and commented this test with a reference to its fd.o issue.
