Draft: ci: increase DEQP_FRACTION in venus-lavapipe

The time used by this test is getting closer to 20 minutes, exceeding the target to maintain each job for around 10 minutes. I've evaluated 2 options: one is to shard the job, and the other is to increase the deqp_fraction.

The number of runners capable of doing this job is limited and shared with other jobs in other projects, so the best option is to increase the deqp_fraction to reduce the time this job takes back to about 10 minutes or below.

It used a fraction of 1/15th, but it may be necessary to increase this number to 1/20th.

With this merge request already in progress, an example of the venus-lavapipe job that takes too long has happened. It has produced artifacts and logs to study. So the merge request has been extended to include a change in the expectations of this job. So the proposal is to skip them until they work, or the resources will stay blocked for too long.

There are two issues open (https://gitlab.freedesktop.org/sergi/virglrenderer/-/issues/62 and gfx-ci/ci-uprev#15 (closed)) regarding this problem.
