Draft: Add foreign-toplevel-management protocol

wb9688 requested to merge wb9688/wayland-protocols:ext-foreign-toplevel-management into main

This protocol allows the same actions to be preformed on toplevels as wlr-foreign-toplevel-management but leaves the listing of toplevels and state to the proposed foreign-toplevel-info protocol.

It is based on @ifreund's !60 (closed). I will update the PR to use an add-on object as suggested.
