governance: relax ACK requirements for the ext namespace

Simon Ser requested to merge emersion/wayland-protocols:ext-ack-reqs into main

Instead of requiring 2 ACKs for w-p members, require only 1 ACK from a member plus one ACK from a third-party project.

This makes it easier to merge protocols used by e.g. wlroots compositors. wlroots is a single w-p member, and the client implementations seldom are w-p members.
