CI: bump ci-templates

Pekka Paalanen requested to merge pq/wayland-protocols:mr/cifix into main

I don't know if the bump would need any other changes, but it seems to work? See swick/wayland-protocols!39 (merged) .

This should fix the following problem when I targeted a MR to branch 'color' in Sebastian's fork of wayland-protocols:
