presentation-time: Clarify what a content update is

Derek Foreman requested to merge derekf/wayland-protocols:feedback into main

Currently multiple compositors (kwin, mutter, weston) have different ideas of what a "content update" is for the purposes of delivering discarded events.

Try to make this clear in the spec so we can move towards a common definition.
