Wayland protocols color management and HDR

This protocol specifies a way for a client to set the colour space and HDR metadata of a surface and to get information about the colour spaces and HDR capabilities of outputs. Also protocol specifies a way for a client to build an ICC profile using well known defines: primaries, white point and others.
