Update point-of-contact for KDE

Since I have some months ago split out KWinFT from the KDE project and in further consequence had to split out later on some other projects as well I am currently not actively working on projects inside KDE. As such somebody else should be the point-of-contact for KDE in Wayland protocols.

@hein asked me to become the new point-of-contact for KDE. Since he is VP of KDE I don't think there are any issues with this but for correctness ping to @davidedmundson, the second member of KDE, to give his approval.

KWinFT is of course now in kind of a weird spot. It is still quite close to KDE technology but is at the moment completely separated on an organizational level. The Wayland protocols governance document does not really provide a clear guide on how to handle such situations so I would be interested in quickly hearing some other members' opinions on how to deal with it.
