Intended to be a solution for #12, looking for feedback.

What actions should be added?
- In particular, macOS has some events for right-to-left text input that I don't understand
What actions aren't needed?
Should compositors pass through actions from future versions?
What should applications do if they receive an action they didn't advertise?
