Update and fix up man and README

Daniel Stone requested to merge daniels/weston:doc-readme-man-updates into main

Both weston.man and README.md were pretty out of date. This should bring both of them up to date with the current status of things. Notably, the README has been substantially reshaped to try to deliver the most useful and relevant content to our users.
