backend-wayland: Don't signal out resize events for xdg-shell activation

Marius Vlad requested to merge mvlad/weston:wip/mvlad/backend-wayland-activate into main

This should avoid spurious signal events received by the shell in order to resize its buffer. Just take into consideration all other possible states (like actual useful modification of the parent window).
