weston-launch: various fixes

This are some fixes in weston-launch and its Weston counterpart launcher-weston-launch.c. This has been tested in an environment where systemd-logind is not accessible (from a container).

Probably the most controversal fix is the last one ("weston-launch: restore active VT on exit"). I am not sure what the correct behavior is here, maybe it needs an option? I can also split it into a separate merge request.
