build: Add elogind support

Logan Rathbone requested to merge LARathbone/weston:elogind_support into main

This patch adds elogind support (Slackware, Gentoo). Since elogind is essentially a port of logind but decoupled from systemd, and with a different pkgconfig name, only a small change to the libweston meson.build file is required.
