man: clean up weston.ini mark-up

Pekka Paalanen requested to merge pq/weston:mr/mans into main

These are two patches that try to make the groff-man code slightly easier to read. There were many cargo-culted directives that did not actually do anything.

Comparing the weston.ini man page plain text output before and after these patches, there is no difference. Comparing PDF output shows only minor vertical space differences as noted in the second patch.
