Add description of this fork in README.fedora
@wtaymans For context, Debian and Ubuntu's users complain about the AAC codec disabled in pipewire package. But because of patents concerns fdk-aac is not allowed in main repositories of Debian and Ubuntu. We are considering to package fdk-aac-free as done in Fedora. To have the best chance of success it would be wonderful if README.fedora can be improved to reflect the status of this fork. I mean by documenting which parts have been stripped (not sure if my commit is accurate) and adding a sentence about the Fedora legal team review will, I hope, convince the Debian ftpmasters team to accept this new package.
