Clarify where PNG and SVG application icons should be installed

bbhtt requested to merge bbhtt/default-icon-theme:bbhtt/issue-31 into master

Explicitly mention that PNG icon files must go to $prefix/share/icons/hicolor/$size/$context and SVG icon files must go to $prefix/share/icons/hicolor/$size/$context

Resolves #31

Also use icon file instead of icon as icon file is defined previously in the spec https://specifications.freedesktop.org/icon-theme-spec/latest/ar01s02.html
