notification-spec: Add a pubdate

Guido Günther requested to merge agx/xdg-specs:pubdate into master

There seems to be confusion about the freshness of the spec¹ so let's add a pubdate pointing to the point in time when the last changes were merged.

For future changes submitters can bump this their changes (if we don't want to autoupdate this) @mak?
