Improve warnings

Thomas E. Dickey requested to merge dickey/twm:improve-warnings into master

Modify the -q/-v options, making 3 levels (rather than just two). Use that to make the fontset/charset warnings less obnoxious, and also provide for making most of the warnings quietable. While doing this, noticed/fixed very old breakage due to X11R5/X11R6 changes.
