CI: disable the commit message check for now

Peter Hutterer requested to merge whot/xinput-calibrator:wip/ci into master

While we're working on the backlog of github PRs which may not be formatted as we expect, let's disable that check. Most of those PRs have been stalled for so long, asking reporters to fix them is unrealistic.
