Remove autotools build
It's been a year since we released 0.17 with meson support and asked people to report if they had any problems with it - no one has reported any, so lets drop the old build tools now.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
