NLS: Add sequences for superscript letters in Phonetic Extensions.

This extends the sequences for superscript letters found in the IPA Extensions and Superscripts And Subscripts Unicode blocks. Superscript forms of lowercase A and O are commented out, as their would-be sequences would clash with the existing ones for Masculine and Feminine ordinals in the Latin-1 Supplement block.
