Add ast_ES.UTF-8

Albert Astals Cid requested to merge aacid/libx11:master into master

An Asturian KDE translator complained he could not type dead keys when using the ast_ES.UTF-8 locale, i traced it to it not being listed in compose.dir. While investigating i was using xev and also found that an entry in locale.dir was needed for it to return proper strings in XLookupString
