man: Document XIAllowEvents

Forgot to commit this when dealing with the rest of touchpad gestures stuff.

XIAllowEvents was previously not documented and the only documentation was the protocol itself, which is not very approachable. This is mostly a copy of what's in the protocol with all the identifiers adjusted to match the C headers exactly.
