Integrate the keysym verifier script into make check

Peter Hutterer requested to merge whot/xorgproto:wip/make-check-keysyms into master

On top of !28 (merged)

If we had this, it would've avoided the issue with 2021.2 not including the keysym script - that was only used by meson and missing from EXTRA_DIST.

Because autotools tests are terrible, this requires some changes to the script but it's not like that script is used anywhere else anyway.
