hw_parse: Change rendering of the HW descriptions

Arkadiusz Hiler requested to merge ivyl/i915-infra:hardware-descriptions into master

Let's rename the file to hardware-descriptions.yml and the descriptions right under the host name instead of putting it inside "pre" element.
