gst-plugins-rs: Update recipe to simplify inheriting

Rubén Gonzalez requested to merge rgonzalez/cerbero:override_gst_plugins_rs into main

Those changes are needed if the recipe is inherited changing the cargo packages to build.

Changes are similar to those done in meson in [1] and [2]
