meson: use summary() function

Dylan Baker requested to merge dbaker/drm:submit/use-summary-function into main

This is the Meson built-in functionality for doing what we were doing with message(), but it can be called anywhere. It also plays nice with being used in subproject. This requires the Meson requirement to be bumped to 0.53.0, this is one version newer than Mesa requires, but older than what's in Debian Buster (0.56.0)
